CONCEPT CHARTER

(CONsortium for Computer Education and Programmer Training)

1.0 MISSION STATEMENT

1.1 The mission of CONCEPT shall be solely for the purpose of sharing member resources and information in the interest of ensuring quality professional, technical and managerial education and training for technology users.

2.0 MEMBERSHIP

2.1 The membership of CONCEPT shall be open to representatives from New England businesses,  training providers, industries, government agencies, professional associations, and academic institutions. These members are required to be active and support the mission of CONCEPT.

2.2 Active membership shall mean an organization is required to attend or contribute to at least three meetings per year.

2.3 Voting privileges for electing officers shall be limited to one vote per active organization membership.

2.4 After the Annual Business Meeting the secretary will survey all prior members for continued interest in membership. The membership list will be reviewed at the meeting following the Annual Business Meeting.

2.5 The membership list, in any format, shall only be used for CONCEPT business and not for solicitation.

3.0 MEETINGS

3.1 Meetings will be held every other month at company sites chosen at the Annual Business Meeting.

3.2 A notice of each meeting shall be sent to all active and potential members prior to the meeting.

3.3 An Annual Business Meeting will be held at the first meeting of the calendar year.

3.4 Training vendors may provide written information about their services, but must refrain from active solicitations of business during CONCEPT meetings.

3.5 Meeting topics will be selected for the current year at the Annual Business Meeting. Changes to meeting topics may be made during the year based upon majority approval of active members.

3.6 At the Annual Business Meeting, the meeting format for the year will be reviewed.

3.7 Officer meetings will be held every other month in preparation for the next month's member meeting. 

4.0 OFFICERS

4.1 The officers of CONCEPT shall be the Chairperson, the Vice Chairperson, the Secretary, the Treasurer and the Webmaster.

4.2 Unofficial positions include the Statistician and Historian.  These unofficial positions can or may be combined with official officer positions. 

5.0 ELECTION AND TERM OF OFFICE

5.1 All officers shall be elected at the Annual Business Meeting.

5.2 The CONCEPT “year” for scheduled activities shall be defined as January through December.

5.3 Officers shall hold office for the term of one year and may be re-elected.

5.4 Vacancies shall be filled by special election at the meeting at which the vacancy becomes effective.

6.0 DUTIES AND RESPONSIBILITIES OF THE OFFICERS

6.1 The Chairperson shall serve as executive head of the organization, preside at meetings and act as a point of focus for the membership activities.

6.2 The Vice Chairperson shall preside at meetings in the absence of the Chairperson and assist the Chairperson in all the above duties. The Vice Chairperson shall share recording of minutes with the Secretary.

6.3 The Secretary shall share recording of minutes with the Vice Chairperson and distribute minutes of all meetings to active members and announcements of subsequent meetings to the membership. The Secretary maintains the CONCEPT Membership List and Charter. The Secretary shall coordinate the maintenance of the CONCEPT web site with the Webmaster.

6.4 The Treasurer shall provide and coordinate such financial administration as required.

6.5 The Webmaster function will include the maintenance of the CONCEPT home page which includes 1) keeping links to member companies up-to-date, 2) adding links to sites that add value and 3) maintaining the membership request form. In addition, the Webmaster will ensure that the CONCEPT agenda and directions to the next meeting site are online well in advance of the next meeting, keep the online charter up-to-date, and maintain and monitor the listserv, assuring that every active and potential member has access.

6.6 It is assumed that officers will participate in a minimum of 4 member meetings and 4 officer meetings per year with exceptions for extenuating circumstances.

7.0 CHARTER

7.1 The charter will be reviewed at the Annual Business Meeting.

7.2 The charter may be revised at any regularly scheduled meeting subject to advance notice in writing to members at least two weeks prior to the meeting.

7.3 Revisions are subject to a majority vote of members in attendance.

8.0 COMMUNICATIONS

8.1 The listserv may be used by any member to share pertinent information with CONCEPT members. Members must refrain from active solicitations of business via the listserv.
